Officer Involved Shooting Investigation – Update 03/17/17
NAPA, California – On March 13, 2017 the Napa Police Department released a statement regarding an officer involved shooting incident that occurred in the South Napa Marketplace annex parking lot, just north of Kansas Avenue, west of Soscol Avenue. Investigators from the Napa County Major Crimes Investigation Team responded to handle the investigation. This team is being led by the Napa County Sheriff’s Office.
During the investigation, investigators discovered two suspicious circumstances were occurring simultaneously in nearby areas and some community members believed them to be about the same person. To help clarify the confusion, the following information is being provided:
The first incident was reported at 6:21 PM and involved Mr. Russell in the parking lots of the South Napa Market Place. The second incident, reported at 6:27 PM, involved Wally Williamson (28 years old of Napa) on Soscol Avenue, in front of the South Napa Market Place, but not in the parking lots. Both incidents involved aggressive males (Russell and Williamson) and were reported within five minutes of each other by members of the community.
Mr. Russell was reportedly attacking individuals with a knife and Mr. Williamson was running into traffic and acting bizarrely. While they were in close proximity, the two calls for service appear to be unrelated. It was noted Mr. Russell did not travel east to Soscol where Mr. Williamson was located and vice versa. The first two responding Napa Police Officers encountered Mr. Russell in the annex parking lot north of Kansas Avenue. A third officer and subsequent officers arrived immediately after the shooting. Neither of two Napa Police Officers on scene at the time of the shooting had body worn cameras.
At 6:40 PM Mr. Williamson was contacted on Soscol Avenue and Shetler Avenue by Napa Sheriff’s Office Deputies who were responding to the shooting. He was later arrested for being under the influence of a controlled substance (11550(a) H&S – code source California Legislative Information ).
Today we are also releasing the names of the involved officers. They are Sergeant Ryan Cole, a 22-year law enforcement veteran and Officer Jack Thomson, a 25-year law enforcement veteran. Both officers have been law enforcement supervisors and have attended tactical communication training, crisis intervention training (CIT) training, and critical incident response training. Officer Thomson also serves as a trained crisis negotiator for the department.
