Officer Involved Shooting Investigation – Update 03/16/17
NAPA, California – On March 13, 2017 the Napa Police Department released a statement regarding an officer involved shooting incident that occurred in the South Napa Marketplace annex parking lot, just north of Kansas Avenue, west of Soscol Avenue. Investigators from the Napa County Major Crimes Investigation Team responded to handle the investigation. This team is being led by the Napa County Sheriff’s Office.
At the request of the media outlets, the following information is being released about 23 year old Noel Russell. Mr. Russell had been a Napa area resident for the past year. He was wanted on two warrants for three charges in Napa (11364 H&S – possession of controlled substance paraphernalia (pipe for ingesting methamphetamine), 69 PC obstruct/resist executive officer and 243(b) PC battery against a peace officer).
