On June 29, 2017 at approx. 9:22 PM the Napa Police Department received a report of major injury hit and run collision occurring on Redwood Rd west of Solano Ave. Initial information was that a female driving a cream or white color Cadillac SUV struck a pedestrian in the roadway. According to witnesses at the scene, the female driver stopped, got out of the SUV then fled the area. The pedestrian was unresponsive at the scene and transported to an area hospital for treatment.
With information from witnesses at the scene, video surveillance from surrounding businesses, and tips from the community the vehicle involved in the collision was identified as a 2005 Cadillac Escalade, CA 5TZP867 and the driver was identified as 47 year old Laura Ha, also known as Hang Ha, of Napa.
On July 1, 2017 at approx. 5:15 PM a search warrant was served at Ha’s residence in the 2200 block of Tejas St in the City of Napa and at a residence associated with Ha in the 600 Block of Seymour St in the City of Napa. The residence on Seymour St was found unoccupied. The Escalade was located on the property parked behind a locked gate and there was front end damage and other physical evidence indicating it was involved in a collision.
During the service of the search warrant on Tejas St, Ha’s husband, Peter Hoang, was contacted. Evidence was developed that Hoang assisted in concealing Ha’s whereabouts and evidence related to this investigation. Hoang was arrested for being an accessory to a crime and booked into NCDC.
On July 2, 2017, Traffic Investigators from the Napa Police Department developed information that Ha may been in the 400 block of Russell Ave in the City of Santa Rosa. Santa Rosa Police Department was contacted and provided with the information.
On July 2, 2017 at approx. 5:52 PM a Santa Rosa Police Officer located a vehicle believed to be associated with Ha. The Officer stopped the vehicle and Ha was located in the vehicle. Napa Police Department Investigators took custody of Ha and she was booked into NCDC with a bail of $1,000,000.
The pedestrian has been identified as 57 year old Andrew Lynch of Napa. He was treated at the hospital for major injuries, including spinal, pelvis and neck fractures. Unfortunately Lynch succumbed to his injuries on July 3, 2017 about 2:11 AM.
