Operation: ABC Decoy Shoulder Tap and Minor Decoy Operations

On Saturday, March 25, 2017, the Napa Police Department (NPD) and the Alcoholic Beverage Control (ABC) conducted a “Decoy Shoulder Tap Operation” and “Minor Decoy” program resulting in one (1) misdemeanor arrest. The goal of the operation was to raise awareness about the dangers of underage drinking and make it clear to adults that buying alcohol for minors is illegal.
Under the “Decoy Shoulder Tap Operation” a minor under the direct supervision of a peace officer stood outside a liquor or convenience store and ask patrons to buy them alcohol. The minor indicates in some way he or she is underage and cannot purchase the alcohol. This program is intended to reduce the availability of alcohol to minors.
In Saturday’s Decoy Shoulder Tap Operation, decoys acting under the direct supervision of Napa Police Officers, stood outside of five (5) markets and convenience stores in the 1500 block of 3rd Street, 700 block of Lincoln Avenue, 1700 block of Jefferson Street and the 2900 block of Jefferson Street, all within the City of Napa. The underage decoys asked eleven adults to purchase alcohol for them. Of those contacts, only 1 adult purchased alcohol for the decoys. That adult, who was on probation for unrelated offenses, was arrested and released with a citation by NPD for furnishing alcohol to a minor in violation of Business & Professions (B&P) 25658(a), a misdemeanor punishable by a minimum $1000 fine and 24 hours of community service, and violating terms and conditions of probation in violation of Penal Code (PC) 1203.2.
Under the “Minor Decoy Operation,” a minor under the direct supervision of a peace officer attempts to purchase alcohol from a liquor or convenience store. The minors are truthful about their age. This program is also intended to reduce the availability of alcohol to minors.
In Saturday’s Minor Decoy Operation, the decoys attempted to purchase alcohol from Napa Wine & Spirits on 700 block of Lincoln Avenue and Jefferson Liquors in the 1700 block of Lincoln Avenue. Employees at both stores refused to sell the minor decoys alcohol.
Saturday’s operation was part of ABC’s Minor Decoy/Shoulder Tap Grant Project, funded by the Department’s Grant Assistance Program (GAP) and the California Office of Traffic Safety (OTS) through the National Highway Traffic Safety Administration (NHTSA).
